Appendix C Charge to the Board and Panels NIST asked the Board on Assessment of NIST Programs to assess the technical quality of the laboratory programs by considering the following topics: The technical merit of the programs relative to those of other institutions worldwide; The appropriateness of the laboratory's programs relative to NTST's mission to promote U.S. economic growth by working with industry; The effectiveness with which these programs are carried out and the results disseminated: The adequacy of each laboratory's planning process; The adequacy of each laboratory's human resources and physical facilities; The appropriateness of the other-agency funding of the laboratory's programs, both in level of funding and types of activities; The industrial impact of the laboratory's programs and the assessment of this impact; and The integration ofthe laboratory's mission into NIST's mission as a whole.
