Both reports stated that quantitative measures, such as number of dollars spent and number of scientists supported, are inadequate indicators of leadership and that policy decisions about programmatic issues or resource allocation would be better informed by comparative international assessments. To measure international leadership, the reports recommended the establishment of independent panels that would conduct comparative international assessments of scientific accomplishments in particular research fields.
