He previously held research and management positions at Brookhaven National Laboratory involving national energy planning with an emphasis on environmental impacts, was manager of air quality at an electric utility company, and worked in the aerospace industry.

He is a fellow of the American Statistical Association and has served with the Organization for Economic Cooperation and Development in Paris, where he coauthored a book on evaluation of environmental damage. He has served on several NRC committees and EPA's Science Advisory Board and is currently a member of the NRC Committee on Research Priorities for Airborne Particulate Matter.
