1 Under the ACRP Project 02-61, existing stormwater-related ACRP products were reviewed to develop a list for updating products based on greatest benefit to the ACRP audience. The research team observed that most of the documents reviewed contained discussions of regulatory drivers, with variability in level of detail and accuracy, and a significant amount of shared content that is now out-of-date. As an example, several reports had obsolete discussions describing the U.S. EPA’s Effluent Limitations Guidelines and New Source Performance Standards for the Airport Deicing Category (deicing ELG). Because the environmental regulations governing the management of stormwater and other water resources at airports are subject to change over time, periodic updating of Clean Water Act (CWA) sections in individual ACRP documents will be required to maintain their usefulness. The information presented in these documents was observed to be largely similar, if not identical, so individually updating documents containing out-of-date information presents an inefficient approach to keeping the guidance current. Moreover, having similar, but not quite identical, coverage of regulatory topics in multiple documents that may be updated at different times in the future promotes confusion among the users of these products. 1.1 Purpose ACRP Research Report 169 was developed as a more efficient long-term solu- tion to providing airport operators, tenants, consultants, and other interested parties with a single, comprehensive, and current resource for water-related regulatory information. The majority of the information contained in this publication was drawn from the existing body of ACRP products that include water topics. This foundation material was organized and consolidated, and then supplemented as necessary by new content developed by the ACRP Project 02-61 research team members to provide the breadth and depth of coverage for regulatory topics in this single volume. To the extent possible, this material is presented in a way that will avoid obsolescence, or at least provide the reader with guidance on how to obtain the most recent information through web resources. To address the possibility of web addresses becoming obsolete over time, keywords are provided for browser searches as an alternative to URLs. C H A P T E R 1 Introduction Throughout this guidebook, call out boxes like this one identify web-based resources on regulatory programs and processes. Instead of URL addresses that can become obsolete over time, key words are provided to assist in locating the information using any web browser.

2 Clean Water Act Requirements for Airports 1.2 Scope This publication describes the environmental regulations and permitting programs to which airports may be subject in their management of stormwater and other types of water resources, including these topics: • Governing federal programs; • Stormwater discharges associated with industrial activities, construction activities, and municipal separate storm sewer systems; • Process water or wastewater treatment discharges; • Industrial wastewater pretreatment discharges; and • Other relevant permit programs.
