92 Partnerships Between Transit Agencies and Transportation Network Companies (TNCs) Intro to Survey TCRP J-11 Task 26: Transit Agency Survey We understand that the transit agency you represent has explored or initiated a relationship (formal or informal) with a “transportation network company” (TNC), such as Lyft or Uber. Our firm, Nelson\Nygaard, has been hired by the Transportation Research Board to complete national research on such partnerships and collaborations. Our goal is to collect insights from transit agency partners involved in these programs to develop specific and practical guidance for other public transportation agencies across the country interested in developing programs of their own. The survey is comprised of multiple-choice questions. We hope to follow up with you or an appropriate transit agency contact following your response to ensure we have a firm understanding of the partnership or collaboration approach. Transit Agency Survey Instrument 95 Basic Information about the Relationship - Part I TCRP J-11 Task 26: Transit Agency Survey For the purposes of this research, we define a TNC as “an organization whether a corporation, partnership, sole proprietor, or other form…that provides prearranged transportation services for compensation using an online-enabled application (app) or platform to connect passengers with drivers using their personal vehicles.” [1] We are interested in hearing from transit agencies that have explored, initiated, or entered into a formal or informal relationship with one or more TNCs. Further, we are exploring both collaborations and partnerships between transit agencies and TNCs. For the purposes of this research, a collaboration is a relationship that is not highly formalized or structured, where entities work toward achieving success in their shared goals. Public transit agencies are increasingly partnering with mobility service providers. Among these providers are transportation network companies (TNCs), which include companies like Uber and Lyft and are the specific focus of this research effort.

The transit industry has produced research to describe primary considerations transit agencies should have in mind for partnerships with TNCs, but existing research has yet to identify specific project frameworks for transit agencies that have decided to pursue partnerships.

Findings of the report, TCRP Research Report 204: Partnerships Between Transit Agencies and Transportation Network Companies (TNCs), draw on a thorough investigation of active and inactive partnerships between transit agencies and TNCs. This research is informed by dozens of transit agency surveys and follow-up interviews, past literature, and interviews with TNC staff and industry experts as well as FTA representatives. Transit agencies have a wide range of motivations for engaging in partnerships with TNCs. The motivations, however, are often not tied to specific performance indicators, an area in which transit agencies can be more proactive in setting the approach.

The report presents findings pertaining to data and information requirements of both transit agencies and TNCs; the various benefits and outcomes that transit agencies, communities, and customers have pursued through partnerships; and the challenges faced by transit agencies in developing partnerships with TNCs.

An additional resource is part of the project: the Partnership Playbook offers a brief, 5-step plan designed to help the transit industry be more deliberate in its approach to working with TNCs.
