This report, the prod uct of a year-long study by a committee of experts in hazardous materials transportation, research management, risk analysis, enforcement, and emergency planning and response, describes these shared responsibilities and identifies numerous problems that cooperative research can help address. The committee recommends the trial of a national cooperative research program for hazardous materials transportation that will make use of the expertise and perspectives of all those having an interest in overcoming problems and improving capabilities for managing risks, preparing for incidents, and responding to emergencies.
