To ensure that revenues from oil production in Chad were dedicated to local development and not dissipated through corrupt programs and individuals, ExxonMobil worked with the Chad government and the World Bank to develop a binding agreement called the revenue management plan. This plan outlined specific strategies for the use of oil production revenues.
