Press and Bowsher: Section 5111 of the Federal Onshore Oil and Gas Leasing Reform Act of 1987, recently enacted as part of the Omnibus Budget Reconciliation Act of 1987, requires the National Academy of Sciences and the Comptroller General of the United States to conduct a study on the manner by which oil and gas resources are considered in land use plans developed pursuant to the Federal Land Policy and Management.Act of 1976 and the Rangeland Renewable Resources Planning Act of 1974 as amended. The study requested by section 5111 is to assist in this oversight effort and future congressional deliberations. In effect, the purpose of the study is to examine the issues raised by section 5 of the House bill and to provide relevant data, information, analyses and expert opinion on these issues so as to assist Congress in reaching a consensus regarding the question of whether there is a need for revisions to land use planning or leasing statutes.
