It is not clear whether differences in many measured variables are indicators of pre-existing student characteristics or if they reflect prior exposure to one program or another. There are strong suggestions of such pre-existing, differences among the Students exposed to each type of program, which parallel differences in students across schools and school districts and the nonrandom allocation of programs to dismcts and schools.
