37 FUTURE RESEARCH This Synthesis presents findings that significantly reduce uncertainty regarding subsurface conditions claims, change orders, and cost overruns, especially at an agency level. It has also identified several challenges, particularly related to recordkeeping and projectlevel data, which make further reduction in uncertainty difficult.
