CHAPTER 1 Background Problem Statement The L12 TIM train-the-trainer program is a product of the SHRP 2 Reliability Research Project. The training program consists of state-of-the-art TIM training and course curriculum material and is geared to meet critical training needs of traffic incident responders and managers from many disciplines.
