50 A p p e n d i x e pilot Workshop planning As explained in Chapter 2, an evaluation process was devised to fairly select from among the five DOTs identified as potential candidates for pilot workshops of the guide and implementation materials. A primary set of selection criteria was established: • High chance of success of that DOT's workshop; • High contribution to the chance of success for that DOT's future risk management program; and • High contribution of that DOT to the chance of success of future national risk management program.
