5 Background Research Problem Statement There were approximately 5.8 million traffic crashes in 2008, with 55% of them occurring at intersections. Auxiliary turn lanes have been clearly identified as an effective countermeasure to address these crashes, as documented by the sizable crash modification factors for turn lanes in the AASHTO Highway Safety Manual (HSM)
