SUMMARY This synthesis will inform transportation-related agencies of the current state of practice in the sharing of operations data, document both the qualitative and quantitative business cases as to why agencies share data, and document institutional, legal, and technical challenges that can inhibit the success of sharing operations data between agencies, the private sector, and the public. A survey was distributed to more than 250 state and local transportation operations' individuals in all 50 states and nearly 650 transit service providers, law enforcement, emergency management agencies, private sector data providers, private sector traveler information providers, and other agencies responsible for transportation operations.

... 2 • Provide a single set of objectives for those working to resolve an incident -- a collective approach to develop strategies to achieve traffic incident management objectives; and • Optimize the combined efforts of all agencies as they perform their respective assignments to mitigate the impacts of incidents -- all of which leads to significant benefits in terms of: – Safety, – Congestion reduction, – The environment, and – Cost savings to the agencies and the public. Agencies referenced in the report have observed similar or even greater cost savings through their efforts to provide their own data to others by means of real-time automated feeds, specifically noting that the provision of data to external entities in electronic feeds helps to reduce internal workload and improve coordinated incident response.
