4 STUDY APPROACH This Synthesis project gathered relevant information through a literature review, survey of state DBE program managers, and individual interviews with DBE program managers. LITERATURE REVIEW The study consisted of a comprehensive search and review of information related to each state DOT's DBE and small business programs.
