With a clear vision, proper organization, and persistence, small airports can implement effective environmental programs as diverse as those at much larger facilities.

However, the inability of an environmental program to achieve its intended objectives is less likely due to inadequately defined roles and responsibilities, but rather inadequately communicated roles and responsibilities.
