3 More specifically, given an understanding of users, the CASE research team determined how needs could be met within the existing capabilities of the CAPTA methodology and CAPTool (e.g., updates to the embedded data bases such as countermeasure cost data, range of hazards and threats included, assets considered, countermeasures included, countermeasure effectiveness assessments) and which needs required modifications to the CAPTA methodology to accommodate features or interfaces not included in the earlier methodology or application tool.
