20 Contracting Commuter Rail Services, Volume 2: Commuter Rail System Profiles The SMART District operates the commuter rail service directly, with public agency staff from three divisions: • Transportation Division • Vehicle Maintenance Division • Signals and Way Division The Transportation Division is responsible for train dispatching for both passenger and freight rail services on the former Northwestern Pacifi c Railroad. The SMART District owns most right-of-way in the corridor.
