Although public involvement does not guarantee an outcome that will satisfy everyone, early and ongoing stakeholder involvement for all projects -- not just those involving wetlands or other environmental resources -- can provide opportunities to educate agencies, communities, and other stakeholders; build consensus; and prevent misunderstandings.
