Project Administration 49 The contract clause discussed in Section 5.4 is one approach to mitigating the risk that additional costs will be borne by an agency to implement ATCs in its program. Another common approach is to specifically identify agency cost and resource requirements during the ATC evaluation process, as described in Chapter 4.
