... 60 ADA Paratransit and Other Demand-Responsive Transportation Services in Small to Midsized Transit Agencies The survey also asked transit agencies whether fuel was paid separately -- as a pass-through -- or whether fuel was incorporated into the payment rate. By a ratio of about 2 to 1, the small to midsized transit agencies surveyed opted to treat contractor fuel costs as a pass-through, but in contracts that did include fuel costs as part of the rate, almost all included a fuel-priceadjustment clause providing for increases or decreases in the rate, depending on changes to fuel prices.
