1 1 INTRODUCTION 1.1 PROJECT BACKGROUND The first edition of the Highway Safety Manual (AASHTO, 2010) has provided methods and procedures for estimating total crashes, crashes by type, and crashes by severity at the site level, project level and corridor level.

2 Individual count models for each of the above four severity categories were estimated for different facility types and each of various crash types. This approach permits the exponents on traffic volume to vary for each severity category, overcoming the limitation of using a constant crash severity distribution.

3 Based on a good understanding of existing methodologies in estimating crashes by severity as well as strengths and limitations of the methodologies, the team explored a few new alternative methods and tested their performance and applicability.
