The committee therefore recommends The Coast Guard, together with the Department of State and Department of Justice, should continue to enforce Annex ~ aggressively against foreign-flag violators, consistent with the nation's international obligations, and should work through IMO to resolve ambiguities concerning the extent of port state authority in this regard.
