The training program director at the institution will be responsible for the selection and appointment of trainees to receive National Research Service Awards and for the overall direction of the program. By Federal Regulation, there are certain conditions under which the Secretary, HOW, may extend the period for undertaking service or for repayment, permit breaks in service, or otherwise waive or suspend the payback obligation of an individual where enforcement of the obligation would involve extreme hardship or be against e ~ ity and good conscience.
