Shortly after the organization of the Defense Commission, Miss Elliott did me the honor of asking me to assist her in the fornication of a nutrition program in relation to national defense activities. In a preliminary report to Miss Elliott, emphasis was placed on two aspects: first, the mobilization and use of existing science as a scientific policy foundation for action programs; second, the utilization of existing agencies through coordination of effort rather than the setting up of new agencies.
