Procedure to infer friction coefficient from FWD data The project research included the development of a procedure to use backcalculated properties, in aggregate, to estimate coefficients of friction at each associated FWD test location. Each FWD assessment for a given date, time, and location can be associated with an effective flexural stiffness, Deff, using the relationship 𝐷𝑒𝑓𝑓 = ℓ 4𝑘 (1) The coefficient of friction analysis assumes that, over multiple tests for each section, a fully- bonded interface can be associated with the maximum value of Deff, whereas a full-slip interface can be associated with the minimum value of Deff. Analogously, the minimal nondimensionalized coefficient of variation, Λ*, is assigned to the full-slip state and the maximum coefficient of variation is assigned to the full-bond state on a section-by-section basis. For a full-slip interface Λ∗ = 0.0001, and for a fully bonded interface Λ∗ = 100. The calculation of Λ* for tests associated with intermediate values of Deff follows a procedure set forth in Khazanovich and Gotlif (2002). As implemented in the corresponding NCHRP 1-51 program, it is an iterative procedure for the coefficient of friction, Λ. Currently the procedure, as implemented in a Fortran program, restricts each test to 1,000,000 iterations in increments of δΛ = 0.0001, as additional searches for Λ for smaller increments and consequently more iterations did not revise Λ beyond the fourth significant digit. F.2. Application of developed procedure to LTPP FWD data Given the completion of the backcalculation procedure, the research team used the procedure to analyze all relevant JPC section data from LTPP experiments SPS-2 and GPS-3. The developed program uses FWD basins collected from center slab or slab edge locations to estimate layer properties, namely the modulus of subgrade reaction, k, and the radius of relative stiffness, ℓ, for a dense-liquid foundation. That data is summarized in Table F-1, where the columns J1 and J3 correspond to center or edge locations respectively. In total, the analysis used data from 4,572 individual test sites throughout North America; these sites corresponded to 289,816 individual FWD tests that were run through the developed backcalculation procedure.

Those results were used as input values for the program developed to apply the algorithm summarized in Equations 1 through 7. That program uses the results of either center or edge FWD backcalculation to infer a slab-base friction coefficient. Furthermore, the program was modified to define full-slip and full-bond conditions for Λ* using test data from sections with similar test sites and test locations. The program analyzed all sites and tests summarized in Table F-1. Full results of that analysis for LTPP Section 4-0217 are presented in Table F-3; given the

F-4 extent of the results and the number of sections, it is not feasible to present all the results in this appendix. However the full results for the sections in Table F-1 are available upon request. F.3. Examining assumptions of slab-base coefficient procedure using database of inferred coefficients for LTPP projects Again, given the extent of the database, the resulting coefficients associated with each of the 289,816 FWD tests are not provided in full. Rather, this work is described using examples culled from the ongoing analysis. To begin, in estimating the properties of LTPP sections given FWD data, and important parameter is the ratio 𝛽 = 𝐸1 𝐸2 . In the analysis to account for slab-base interaction, β is used in conjunction with the transformed section concept to estimate the composite properties of a two-layered system such as a PCC slab on a stiff base. For a given value of β, associated values of E1 and E2 are used to determine b1 and b2 (Equations 4 and 5). As with Λ*, the analysis for β currently assumes that the minimum and maximum values for Deff for a given section correspond to full slip and full bond conditions. It is important to examine this assumption for β and its effects on Λ* in terms of the calculated β relative to the estimated β in the LTPP database from Khazanovich et al 1997. Table F-2 illustrates a comparison for a small subset of available section data – these sections are selected as examples of different assumed values of β. This Table F-also illustrates the extent of the differences in β and the difficulties of assuming layer properties based on existing LTPP data. In other words, as is evident in the β comparison of Table F-2, some of the assumptions of the LTPP database cannot be taken for granted. For example, it is possible the assumption of a constant modulus for the base over time is inaccurate (or that there are other variables that complicate the analysis). Overall, Table F-2 illustrates that there is no meaningful correlation between the estimated β values and the calculated β value for either bonded or unbonded sections. Table F-2. During this analysis, it was determined that the Epcc values for bound bases are within the same relative range as the Epcc values calculated for unbound bases. This observation, however, is limited by the size of the dataset for sections with unbound bases (Table F-1). F.4. Using slab-base coefficient procedure to infer friction coefficients Due to various complications, one of which was discussed in the beta comparison of Table F-2, the calculated coefficients of friction cannot be assumed to behave similarly across sections, test sites, and center/edge test sites. This is not an issue with the procedure for slab-base interaction coefficients itself, but rather variability in the LTPP FWD data itself on a site-by-site basis, as will be illustrated below. From the beginning of the 1-51 project, an underlying hypothesis driving the slab-base model is that slab-base interaction decreases over time. This hypothesis is similar to the model already in place in the current AASHTO M-E procedure, however, that model uses the “all or none” approach. Using LTPP data and the friction coefficient procedure, Figure F-1 illustrates such behavior from two test sites in the same LTPP section (08-3032) using edge FWD data. However, for the same two test sites, the inferred slab-base interaction using center FWD behavior is very different, as illustrated in Figure F-2. In addition, using observations from the LTPP section examined in Figure F-1 and Figure F-2, Figure F-3 illustrates the point that contradictory behavior can be inferred for the same location from edge- and center-load FWD data. In either case, the inferred coefficient for neither test location is monotonically decreasing, nor can a general trend for the slab-base interaction be observed using the results from both locations. As noted, this type of behavior as an exception to a general trend would be acceptable. However, as the illustrate behavior from LTPP Section 08-3032 is the rule, rather than an exception, it is troublesome for the use of LTPP FWD data to infer friction coefficients in two ways:  The analysis is inconsistent. That is, one does not observe consistent general trends in friction behavior inferred from center- and edge-loading FWD data at a given location, let alone multiple locations, along a given project.

F-6  The analysis does not support the underlying hypothesis that slab-base friction decreases with time. Thus, the project research can state with confidence that the hypothesis that slab-base friction decreases with time cannot be supported using 1) available LTPP FWD data and 2) the developed procedure to infer slab-base friction coefficients from backcalculated parameters from FWD data. As noted elsewhere, due to this and other analysis, the project modeling assumes a simple, direct model for slab-base interaction that improves upon the existing friction loss model in the AASHTO M-E procedure in its flexibility. However, the researchers do not claim that the friction model represents observed field slab-base interaction. As illustrated by the analysis summarized in this Appendix and in other Appendices, analysis using available data currently defies basic pavement engineering assumptions about slab-base interaction.

TRB's National Cooperative Highway Research Program (NCHRP) Web-Only Document 236: Incorporating Slab/Underlying Layer Interaction into the Concrete Pavement Analysis Procedures develops mechanistic-empirical (M-E) models (and software) to consider the interaction between the concrete slab and base layer and its effect on pavement performance. The current American Association of State Highway and Transportation Officials (AASHTO) M-E design procedure incorporates a slab-base interface model that allows either a fully bonded or fully unbonded interface condition.

The Software for Modified Models can be used to analyze existing AASHTO M-E projects to determine the effect of slab-base interaction on pavement performance.
