3-2 purposes, whereas the future implementation may adopt different designs. Red boxes are used to outline the new user interface design features. 3.1.2. Low-Level Integration Demonstration A low-level integration plan was developed with the intention of providing a near-term solution for integrating RUMBLE and AEDT. AEDT 2c has the capability to import external noise modeling results if they adhere to the Noise Model Grid Format (NMGF). Thus, RUMBLE’s NMGF file output is currently compatible with AEDT, which means that RUMBLE’s Grid (*.grd) files can be imported into AEDT. Additionally, imported RUMBLE results can be combined with AEDT results as long as they both include the same noise metric and same receptor set. In AEDT 2c, the ability to generate a noise contour layer from an external Grid file is not currently available without first defining its receptor set within AEDT. If the external Grid file’s receptor locations match and are listed in the same order as AEDT’s receptors, then the user can define the external receptor set within AEDT and override that receptor set when importing the noise metric result, leveraging the current AEDT functionality. This small work around will allow the user to generate a contour layer from the imported metric result. Generating a noise contour layer allows the user to access some of AEDT’s features such as exporting shapefiles or generating a “Map Snapshot” of the noise contours overlaid on one of the Esri Base Map layers available in AEDT. Recommended future AEDT upgrades include the capability to recognize external noise grids natively and the ability to combine grids with different receptor sets. The major steps in this demonstration are as follows: 1. Run metric result in RUMBLE and export Grid file, 2. Create a new AEDT study, 3. Create a grid receptor, 4. Create a receptor set, 5. Import RUMBLE metric result, 6. Combine RUMBLE and AEDT metric results, 7. Generate noise contour layer, 8. Export Noise metric results. Low-Level Integration Demonstration Instructions: STEP 1: Run RUMBLE To run RUMBLE, follow the step-by-step instructions provided in the RUMBLE 2.0 user guide.

3-13 STEP 7: Create an Annualization In AEDT, an annualization is a group of operations that is associated with the following: time period to be analyzed, operations included in the time period, weighted groupings of the included operations, and subset of processing options for the included operations. Annualizations provide a convenient way to evaluate environmental consequences that represent noise and emissions over the time period of interest with potentially different weighting of individual operation groups. In this example, the operations will be weighted equally, and operation groups will be created for demonstration purposes. Follow the steps below to build an annualization consisting of the operations created in previous steps: 1. In the Operations tab, Display ribbon group, click Annualizations. 2. Overview The projected growth of the commercial space industry will increase the need for standard noise and sonic boom modeling tools to assess the environmental effects of commercial space transportation. The Aviation Environmental Design Tool (AEDT) is the standard tool used to characterize and quantify aviation-related noise and emissions. AEDT is part of the Federal Aviation Administration’s Office of Environment and Energy’s suite of software tools known as the Aviation Environmental Tool Suite. This section describes the integration of PCBoom with AEDT that would provide AEDT user’s with a tool to analyze the environmental effects of sonic boom generated from commercial space vehicles. Two integration plans are envisioned: a low-level integration plan to import PCBoom results into AEDT and a full integration plan to incorporate the PCBoom model into AEDT. An illustration of the two integration plans is presented in Figure 3-14. Implementation of the low-level integration plan requires the user to run PCBoom as a separate stand-alone program and import its results into AEDT. Therefore, the only requirement of the low-level integration plan is that the output of PCBoom is compatible with AEDT. The full integration plan expands AEDT’s current capabilities so that it may (1) accept rocket-specific data, (2) generate PCBoom input, (3) pass that input to PCBoom and execute the program, (4) accept output from PCBoom, and then (5) combine the PCBoom output with other aviation (non-spacecraft) results. Despite the increased complexity of the full-integration plan, its implementation would benefit users by allowing them to evaluate commercial space operations using the same tool used for commercial aviation-related noise. An added benefit is that, with proper modifications to AEDT and the corresponding database updates, PCBoom could be used to analyze supersonic aircraft operations within AEDT. Demonstrations of the two integration plans are provided in Sections 3.2.2 and 3.2.3 and are based on an example launch from the Mojave Air and Space Port (KMHV). The exercise steps and instructions are partially reproduced from the AEDT 2c User Guide [U.S. DOT Volpe Center, 2016] and the instructional resource document named “Exercise_CreateNewSutdy_Part1_StudyDetails” [U.S. DOT Volpe Center “Create New Study Exercise”], both downloadable with the AEDT software. Screen captures of AEDT’s user interface are used to illustrate the exercise steps. When new user interface features are required, a conceptual design is presented by modifying the AEDT screen captures to incorporate the new elements. These new element design features are suggestions for illustration

Sonic Boom Model integration notes:  PCBoom metrics include: maximum overpressure (psf), peak level (dB), loudness (PLdB), A- weighted SEL, C-weighted SEL, and Flat-weighted SEL.  Of these PCBoom metrics, AEDT currently imports only A-weighted SEL and C-weighted SEL; add functionality to AEDT to enable import of all PCBoom metrics.

TRB's Airport Cooperative Research Program (ACRP) Web-Only Document 33: Commercial Space Operations Noise and Sonic Boom Modeling and Analysis is the contractor’s final report on the methodology and development for ACRP Research Report 183: User Guides for Noise Modeling of Commercial Space Operations—RUMBLE and PCBoom.

ACRP Research Report 183

provides guidance on using RUMBLE 2.0, which predicts rocket noise, and PCBoom4, which has been modified to predict sonic booms from commercial space operations.

As commercial space launch vehicle activities increase, many noise issues, as well as the effects of sonic booms, will need to be evaluated. The Aviation Environmental Design Tool (AEDT) is designed to evaluate the effects of noise and emissions from aircraft but doesn’t have the ability to predict noise and sonic boom effects from commercial space operations. This project develops two tools to predict noise and sonic boom to be used in the noise modeling evaluation process. Download software for PCBoom4 and RUMBLE 2.0.
