J-1 Appendix J – Checklist to Examine Organization Readiness to Integrate Traffic Safety Culture Strategic Approach into Existing Safety Planning Processes The following table can be used as a self-assessment checklist to determine the readiness of the organization culture to integrate the strategic approach to transform traffic safety culture into existing safety planning processes. To use this checklist: 1. Review and list data sources that provide evidence regarding each organization condition. 2. Based on these data sources, make a judgment about the current presence of each condition. 3. Indicate the confidence in each judgment based on the quality of the data available. 4. Focus on those conditions for which you have high conditions about your judgments. 5. Identify strategies to create the conditions that are absent (from absent to present). 6. Identify strategies to increase the conditions that are present (from low to high). 7. Seek additional sources to increase improve your low confidence judgments, then repeat steps 5 and 6 for the conditions related to these judgments.

Management and leadership within the organization are publically committed to safety. Safety goals are formalized in organization planning and strategic documents. There is open communication within the organization about safety programs and goals. The organization provides safety training for all employees. The organization has policies and equipment that promote and support safety in workplace. There is low turnover in the organization workforce (including leadership). The organization has a “democratic” style of management and leadership (based on worker input). The organization emphasizes safety as part of its internal and public image. The organization has a vision for the goal (success) of the safety culture program. Many organizational levels are involved in the design and implementation of the program.

J-3 Failure of safety can be catastrophic and impact the public reputation of the organization.

TRB's National Cooperative Highway Research Program (NCHRP) Web-Only Document 252: A Strategic Approach to Transforming Traffic Safety Culture to Reduce Deaths and Injuries provides guidance on developing a strategic approach to transform the traffic safety culture of road users and stakeholders. The goal is to use this approach to sustain improvements in traffic safety for all road users, including non-motorized users. For the purpose of this project, traffic safety culture is defined as the values and beliefs shared among groups of road users and stakeholders that influence their decisions to behave or act in ways that affect traffic safety.
