35 Public Access Plan. The guidance we developed was informed by the information identified in Phase I as well as updated process and requirements information from the NTL. A challenge of providing guidance is to include enough information that the organization can take action, but not so much that reader cannot find the key information they need quickly. We strove to lay out the background information and concrete steps that are needed, but to direct the reader to other sources that would provide greater detail or specific templates that the state DOT might use to support their own specific implementation. We hope that the guidance, once final, proves useful to state DOTs and that it has longevity (perhaps with updated content) to aid in moving the field of transportation toward the Open Science vision. 4 REFERENCES Carlson, J.
