3 CHAPTER 1 RESEARCH APPROACH The research team conducted the research in two phases. In Phase I, the research team reviewed the content and framework of the 2010 (Emergency Response Planning) Guide and summarized extant literature and requirements related to emergency management. In addition, the team conducted an exhaustive review of all hazards, resilience and emergency management concepts bridging the gap between publication of the 2010 Guide and the completion of the 2020 Guide. The team cataloged and identified current (1) emergency preparedness and response functions, and (2) emergency management plans and strategies and thus prepared for the revision of the 2010 Guide to effectively capture and present the scope of emergency management issues impacting state DOTs and local transportation agencies today. The second phase of the project was the implementation stage with the development and documentation of the 2020 Guide and Implementation Technical Memorandum. The research team recognizes the challenges to state DOTs and other transportation agencies in incorporating emergency management approaches and practices that are current, implementable, and coordinated with other local, tribal, state, regional, and federal agencies that may be involved. The essence of this effort was to incorporate any changes and updates into the updated Guide to Emergency Management to ensure that emergency management is properly understood; to identify roles, responsibilities, and requirements of transportation agencies; and to articulate in the 2020 Guide what approaches, resources, and tools are available. The research approach, illustrated in Figure 1, recognizes the three major elements of the effort, after the initial conference with the review panel to finalize the work plan (Task 1).

5 The study approach organized the tasks shown in Figure 1 into three major elements: 1. Research/Requirements/Practice Review and Analysis An exploratory element (Tasks 2, 3 and 4) where the teamâs current understanding was combined with insights provided by other sources with the resulting assessment of current approaches, practices, and changes from 2010. 2. Outline and Phase II Plan Development A planning element (Tasks 5 and 6) where the team developed an approach that meets practitioner needs in ways that are likely to be implemented in practice and would be suitable for use in a transportation agency. The team reviewed the structure and organization of the 2010 Guide and identified areas that would benefit from consolidation or reorganization. 3. Update Implementation The implementation and results element of the effort (Tasks 7 and 8) where the team developed the updated guidance for the 2020 Guide that practitioners need to implement the methodology. The final task (Task 9) documents the research conducted with the development and delivery of the final deliverables.
