NCFRP REPORT 12: FRAMEWORK AND TOOLS FOR ESTIMATING BENEFITS OF SPECIFIC FREIGHT NETWORK INVESTMENTS, although focused only the freight industry, captured the need and the opportunity for tools such as CAPTA and CAPTool for the transportation industry because âThere is no single analytical tool that is useful to all of the participants in the investment decisionâmaking processâ. Improvements and Enhancements The research team took an unconstrained, âoutscopedâ look at user needs and what might be needed to encourage potential users to take full advantage of CAPTA and CAPTool in making investment decisions.  These needs, which ranged from improving CAPTA documentation and guidance to updates and improvements in the model, are then prioritized based on (1) the perceived value to the potential user population both in terms of how addressing it might assist users with capital investment decisions and how likely they would be to use the methodology and tool and (2) the extent to which the CAPTA methodology and CAPTool can be modified to accommodate the requirement. Analytical and data requirements plus methodology implementation challenges were considered to evaluate modifying or enhancing the model to accommodate the need.  Â

21 Enhancements to CAPTA and CAPTool During the project Implementation Phase, the research team completed the following subtasks:Â Â ï· Implemented the high priority enhancements to CAPTA and CAPTool that could be achieved within available resources including additions/modifications to the methodology; ï· Investigated, analyzed and integrated new data sources such as updated costing information, additional countermeasures and additional hazards; ï· Made improvements in ease of use or usability including improvements in the user interface and the development of new documentation and Help file. IMPROVE ERROR NOTIFICATIONS    Error notification capabilities within the original CAPTool spreadsheet model have been expanded. The research team added informative, and updated, error messages throughout the CAPTool, especially where there is restricted data input. Examples of the added or amended error messages include:Â ï· Must enter either 'Y', 'N', or use the dropâdown menu.Â ï· You must enter an "X" or use the dropâdown list in this field, or leave it blank.Â ï· You must enter a whole number between 0 and 100,000,000 or use the controls to the right in order to change values. 6. ENSURE CONSISTENCY WITH RECENT GUIDANCE The research team has reviewed the current CAPTool to ensure that it is consistent with any more recently issued guidance such as more recent NCHRP research and recent FHWA and FTA climateârelated guidance.  New Data Sources The research team reviewed the costing data in the CAPTool and the process utilized in the initial development of the tool. The original CAPTA project obtained estimates based on the judgment of engineering subject matter experts along with available data sources such as RSMeans.  As part of Task 6, updated costs were gathered from the 2016 RS Means and other sources such as US Department of Labor Statistics, 2015 AASHTO Salary Survey, and from published research reports including NCHRP, FHWA, FTA and other federal agencies. The research team identified sources that state DOTs and other transportation agencies can use to update the cost data in the future. Comprehensive source information is included in the final documentation of the CAPTool.  Costs were identified related to additional hazards and countermeasures/adaptations based on recent NCHRP projects related to extreme weather and federal tools such as climateârelated Sensitivity Matrix and CMIP Climate Data Processing Tool. Table 1 on the following pages summarizes the updated costs and sources included in the updated version of the CAPTool spreadsheet model. Because the costing data will continue to become dated over time, the research team also created an automated mechanism based on the PPI to facilitate ease of maintaining current cost data in the future.Â

ENSURE COMPATIBILITY WITH CURRENT AND RECENT OPERATING SYSTEMS AND APPLICATION SOFTWARE The original CAPTool was developed to operate in a MS Windows XP Operating Systems using MS Excel 2003.Upgrades to both Windows and Excel have rendered some CAPTool features nonâfunctional due to incompatibilities. The research team identified and corrected any existing or anticipated incompatibilities with current Windows Operating Systems (Windows 7, 8, and 10) and MSExcelâ¢Â for Windows, where CAPTool is likely to be used.1 2.
