43  The MnDOT validation site was intentionally chosen due to the state’s asset management program and  because Minnesota has a very active risk reduction bridge program. MnDOT was led through the CAPTA  process. As designed, CAPTA winnowed  the data  fields via user‐selected consequence  thresholds. The  MnDOT participants did not have any suggested alterations, additions, or modifications to the CAPTool  or methodology.  There were a number of potential uses to be of value to the agency such as state and  local transit systems.  Comments offered by MnDOT representatives were:   The tool appears to be of value  in costing of mitigation options, but  is not granular enough to support MnDOT’s asset management program.  MnDOT  has  a  number  of  asset management  tools  specific  to  the  program  areas  for  asset costing. Asset data with analytical  information  is necessary  in getting executive  level  support within a DOT.  It is important to MnDOT to better understand probabilities of a threat event. Conclusions  A number of potential uses for the CAPTool were found in DOTs, especially in multimodal uses. There is  a need  for data and analytical tools by senior executives within a DOT.   However, a state agency may  require more specific costing tools to support  its program, such as asset management tools specific to  the program areas for asset costing.     Both state DOTs agree that support by senior managers as well as a senior manager sponsor  is critical  for a successful implementation of CAPTA. In particular, getting a DOT manager to support and sponsor  the use of CAPTA and CAPTool is essential.    Outreach Plan Development This  section  identifies  the outreach action  items  that  the project  team  recommends  for  the effective  distribution of this project’s findings and deliverables.  Action Items  Listed below  is each of  the recommended steps  in  the outreach plan  in  the recommended order  that  they could be carried out. The following subsections provide an overview of each action item.  • Identify Transportation and Industry Targets for Outreach • Contact Identified Organizations • Create PowerPoint Presentation • Conduct Webinar • Encourage Presentation at Annual Meetings, Conferences, and Workshops • Update AASHTO and FHWA Webpage with information on the CAPTA Tool Action Item: Identify Transportation and Industry Targets for Outreach 

44  As part of this current research effort, the research team identified transportation and industry targets  for  outreach.    A  positive  and  active  outreach  effort  is  recommended  for  these  identified  targets,  including providing packages  that  include hard  copies of  the  report, easy access  to  the  software  tool  (e.g., download or read only thumb drive), fact sheets, and other project support materials. Following  the completion of this  item, a transportation organization such as AASHTO or FHWA may wish to keep  up‐to‐date the lists of stakeholders once this effort has concluded.  Action Item: Contact Identified Transportation Organizations  The entity  implementing  this action plan may wish  to contact  the above organizations using AASHTO  contact information. (The research team is assuming that this activity is not part of the current research  effort.) A mass email to the identified contact points will aid in publicizing this project effort. This email  would benefit from the inclusion of several points, including:   A brief introduction of the research problem and project  A short compilation of potential benefits (e.g. more certainty mitigation enhancements)  The availability of recommended practice and simplified guidance materials  The  ease  of  use  of  the  interactive  software  tool  (simple, Web‐based  device  with  user‐friendly buttons and navigation) and specification, which will contain instructions  A list of organizations that participated in the project and that have been targeted for outreach  An invitation and further information on the webinar  An invitation to speak to the organization regarding the project  A description of the PowerPoint presentation for the webinar Action Item: Create PowerPoint Presentation  As part of this current research effort, the research team created a PowerPoint presentation that:   Presents the methodology and results for the CAPTA Project.  Contains a brief  introduction to the NCHRP and the research team, the motivations for conducting the  project  and  similar  project  efforts,  a  description  of  the  project methodology,  a  task‐by‐task recounting of the project.  Provides an overview of the project findings and deliverables. The PowerPoint presentation forms the core of the final webinar described below.  Action Item: Conduct Webinars  The final deliverable in this outreach effort would be project webinars. The webinar is an opportunity to  present  the  project methodology  and  results  to  interested  parties.  The webinar  is  further  described  below.  Action Item: Place CAPTA Tools on TRB, AASHTO and FHWA Websites  The Federal Highway Administration  (FHWA), AASHTO and TRB each maintain a website  that contains  technical  information and currently have a reference to the existing CAPTA and CAPTool. The updated  tool, guide and help could be placed on these organization’s websites. 

45  The  research  team  recommends  that  the  entity  responsible  for  implementation  of  the  action  plan  provide  the necessary  information  to update  these websites with  the  tool materials. This might entail  updating the tool data such as updated cost data.  Action Item: Encourage Further Presentation of Research  The  goal  of  this  action  item  is  to  publicize  and  disseminate  this  project’s  research  effort  to  transportation organizations  that would benefit  from  the use of  this  tool.  The  entity  responsible  for  implementing this action plan could target annual meetings, conferences, and workshops. This outreach  effort should include transportation contractor organizations and transportation agencies. As part of this  research effort, the research team will compile a short‐term listing of potential workshops, conferences,  and other potential opportunities to present the research results.  Targeted Agencies and Organizations  The project team has identified organizations including the FHWA and the member departments of the  AASHTO as potential target audiences for dissemination of the final research products. The list includes:  • DOT  planning  staff  and  engineers  in  Planning,  Traffic  Operations,  Statewide  Planning,  and Systems Planning • Planning organizations such as Council of Governments, MPOs, and the APA • ITE and the International Bridge, Tunnel and Turnpike Association (IBTTA) • DOT transportation asset managers • FHWA Transportation Asset Management Expert Task Group • TRB Transportation Asset Management Committee (ABC40) • AASHTO Asset Management Subcommittee • AASHTO SCOTSEM Working Group on Critical Infrastructure • TRB Critical Infrastructure Protection Committee (ABR10) • State Department of Public Works and the American Public Works Association (APWA) • Public Transit Agencies and the American Public Transportation Association (APTA) • State  Emergency  Managers  and  the  International  Association  of  Emergency  Management (IAEM) The  project  team  anticipates  that  the  highway  construction  and  cost  estimating  departments within  these  organizations  will  realize  the most  benefit  from  the  use  of  the  final  research  products.  The  outreach effort should also extend to contractors and other transportation organizations.  CAPTA Webinar  The final effort of outreach  is a webinar. The webinar will offer the opportunity to present the CAPTA  and  the CAPTool  to  the  targeted users and  stakeholders. This webinar will  incorporate a PowerPoint  presentation, a demonstration of the final tool, a question and answer session, and other features. The 

46  research team recommends that the initial webinar presentation be recorded with the aim of placing a  recording on the NCHRP’s or TRB’s website. Agenda  items that are  incorporated  in the PowerPoint are  noted below with suggested audience survey questions.  • In your opinion, will your organization have interest in the CAPTA Tool? • How do you think the contracting community in your state will view the CAPTA Tool? • Do you think this tool has potential uses in your organization? • How often should these cost factors be updated? • What is your impression of the level of tool detail? The  remainder of  this  section briefly describes  each of  the  envisioned webinar  items.  Several of  the  agenda items are presentations, while several allow for viewer input. The research team will develop the  webinar script as part of the current research effort.  A. About the NCHRP and the CAPTA Research Team  This  section will  provide  a  brief  introduction  to  the NCHRP  and  the  CAPTA  research  team.  This will  include  the  functions  and  purposes  of  the  NCHRP  and  information  about  other  research  that  the  organization conducts.  B. Participating Organizations  This section will list the organizations that participated in this outreach effort, including the NCHRP and  related entities, the research team, and industry organizations such as AASHTO.  C. CAPTA/CAPTool Introduction  This  section will provide background  information on CAPTA methodology  and  the CAPTool,  including  intended uses of the tool.  D. CAPTool Overview and Demonstration of Use  This section will provide an overview of the CAPTool and a demonstration of how to use the tool. The  demonstration will  include  step‐by‐step  instructions, overview of  informational needs  for use,  results  and decision‐making examples, and potential challenges that can arise.  E. Question and Answer Session  Following the PowerPoint and interactive tool demonstration, attendees will be able to pose questions  to the webinar presenters. Most webinars allow attendees to type in questions that are then visible to  the presenters and the other participants. The presenters will answer these questions in the order that  they are received.  F. Concluding Remarks  The presenters will conclude the webinar by offering a brief summarization, discussing resources and potential future research, and thanking the participants.

TRB's National Cooperative Highway Research Program (NCHRP) Web-Only Document 233: Mainstreaming Transportation Hazards and Security Risk Management: CAPTA Update and Implementation provides an update and enhancement of the CAPTA methodology and CAPTool for realistic costing.
