D-1 Renewable Resources Strategy Technical Support Scope of Work The ________ airport (Airport) is seeking a consultant(s) to assist with developing a Renewable Resources Strategy to assist the Airport in planning for the long-term deployment of renewable resources in the most cost-effective and meaningful manner possible. The Strategy should assist the Airport in the development of an actionable renewable resource plan that is consistent with the Airport’s current and long-term plans (e.g., Airport Master Plan, Airport Layout Plan, Sustainability Plan) and enhances current and future initiatives using established economic, social, and environmental goals and objectives. The Strategy should be a staged implementation plan to meet identified renewable resources goals structured in a frame- work of practical achievability with an understanding of the regulatory context and conditions of the Airport. The following are the major Strategy components: • Renewable resource-related goals and vision statement • Baseline summary of key airport resource metrics related to: – Electricity and fuel consumption and costs – Water use and associated costs – Waste streams and associated costs – Recent, ongoing, and planned projects related to these resources • Coordination and consideration with city/county/state goals or targets for renewable energy generation and/or usage in the context of city/county/state carbon footprint reduction goals • Summary of relevant considerations for developing renewable resources projects: – Assessment of the current regulatory framework for renewable energy at the Airport – Coordination with key stakeholders – Administrative review and approval – Assessment of facilities and engineering constraints – Review of Airport Master Plan and Airport Layout Plan and other planning documents – Assessment of economic and financial implications of planned projects or initiatives – Assessment of funding opportunities or financing strategies for renewable energy projects • Summary of planned projects and initiatives – Development of recommendations/opportunities for partnerships – Development of a framework and/or recommendations for assessing and evaluating renewable resources-related proposals from vendors • Evaluation, tracking and reporting • Process for maintaining and updating the strategy A P P E N D I X D Draft Scope of Work Language for Developing a Renewable Resources Strategy

D-2 Guidebook for Developing a Comprehensive Renewable Resources Strategy The expected tasks for developing the Renewable Resources Strategy are outlined below. Table D-1 summarizes key deliverables and timeline for each task. Task 1 Project Administration The contractor will administer the project to provide useful and timely feedback to the Airport via weekly conference calls. Within 2 business days of each meeting, the contractor shall submit written meeting notes to the Airport project manager for review, documenting all major decisions and action items. Within 2 weeks of receiving notice to proceed, the contractor will schedule and conduct a preliminary planning meeting with designated Airport personnel. Within 1 week of that meeting, the contractor will provide a brief memorandum outlining a work plan, including key milestones and a schedule, for completing the Renewable Resources Strategy. Task 2 Data Review, Assessment and Analysis The contractor will collect, and review, relevant information on the Airport and industry activities that may be relevant to creating the Renewable Resources Strategy, such as: • Sustainability Plan • Airport Master Plan, Airport Layout Plan, and Capital Improvement Plan • Energy Audit Report(s) • Strategic Plan • ACRP Research Report 197: Guidebook for Developing a Comprehensive Renewable Resources Strategy • Airport documents related to sustainability, energy use, and similar topics • FAA Advisory Circulars, Orders, and other guidance • Online resources (literature review) related to energy efficiency, renewable energy, and other incentives that may apply to the Airport’s renewable resource plans. The Airport will provide the contractor with summary data (e.g., utility bills, fuel consumption, passenger statistics), in spreadsheet or equivalent form, for review of utility costs and consumption data, as well as waste disposal statistics and recycling rates, where available. Draft Scope of Work Language for Developing a Renewable Resources Strategy D-3 contractor identifies data gaps or additional analyses that would facilitate developing the Renew- able Resources Strategy, the contractor may propose to complete such analyses under Task 7, if applicable. At the conclusion of this task, the contractor will submit a brief memorandum outlining key findings and activities that should be noted in the Renewable Resources Strategy. Task 3 Renewable Resources Strategy Outline The contractor will prepare a written outline (see the example provided in this guidebook) detailing the major sections and key informational points in a written outline. The contractor will meet with Airport staff to refine the outline and present it for discussion and approval at a stakeholder workshop (see Task 4). Task 4 Stakeholder Workshop The contractor will coordinate and schedule a 4 hour in-person workshop session with Air- port personnel and other key stakeholders to review the proposed Renewable Resources Strategy outline, identify key barriers and opportunities, and engage Airport decision-makers on project ideas, past experiences, and other topics relevant to preparing the Renewable Resources Strategy. The contractor shall circulate a written agenda at least 2 weeks before the proposed workshop date. At the workshop, the contractor will be responsible for providing: • At least two staff members—one meeting facilitator and one dedicated note taker • Approximately 20-minute presentation providing an overview of Renewable Resource Strategy key concepts, milestones, and timelines • Written meeting notes and action items (within 3 business days of concluding the workshop) Following the workshop, the contractor will also submit a revised outline for review by Airport staff. Once the outline is approved, the contractor may proceed with Task 5. Task 5 Draft Renewable Resources Strategy Upon Airport approval of the outline, the contractor will develop a draft Renewable Resources Strategy in collaboration with Airport personnel. This document will follow the outline described in this guidebook. The contractor will distribute the draft document in Microsoft Word or equivalent format for comment by Airport personnel, then will incorporate those comments into a final version (Task 6). Task 6 Final Renewable Resources Strategy Upon receiving comments and edits from Airport personnel, the contractor will finalize the Renewable Resources Strategy and deliver the final document with relevant appendices in both Microsoft Word and PDF. In addition, the contractor will provide copies of all support- ing spreadsheets, presentation slides, and reference materials in a neatly organized cloud-based folder, shared electronically with Airport personnel. Task 7 Technical Assistance While completing the Renewable Resources Strategy, the contractor and Airport personnel may identify areas of additional research, analysis, or investigation that will further the goals of the Airport. In these cases, the contractor will submit a brief written scope of work and cost estimate for the additional analyses to Airport project manager for approval prior to commenc- ing work. Where necessary, the contractor will coordinate with other consultants, engineers, architects, and stakeholders involved in related Airport activities.

TRB's Airport Cooperative Research Program (ACRP) Research Report 197: Guidebook for Developing a Comprehensive Renewable Resources Strategy highlights renewable energy sources, includes steps for developing a renewable energy strategy, and identifies metrics for measuring success. The report also highlights real-world examples of successful renewable resource projects at airports.

Renewable resources to reduce emissions from airports and climate impacts have been discussed for several years. Technological advancements have allowed organizations, specifically airports, to begin integrating renewable resources into their overall energy plans. In an effort to address climate impacts and achieve neutral carbon growth by 2020, a coalition of aviation stakeholders has adopted emission reduction targets.

Airports are also seeking to become energy independent, and using renewable resources as a strategy to get there. Further, as the costs for conventional energy sources increases, renewable resources become more financially attractive. Those airports who have implemented renewable resources have been able to do so at minimal cost.

While a business case can be made for the integration of any one particular renewable resource, an airport can be more strategic by adopting an overall renewable resource strategy. The renewable resources strategy can then become an input to other airport planning documents (e.g., airport master plan, strategic plan). The success of developing the plan as well as implementation require all internal and external stakeholders are involved in the process.
